John Palmer is a Director of The Rhodes Group based in the firm’s Houston, Texas office. With over 24 years of experience working in the construction industry, John specializes in contract management, change order and claims resolution, project controls, CPM scheduling, cost controls and the early identification and management of schedule and cost risk. He is also experienced in the areas of schedule delay and loss of productivity analysis, as well as the calculation of construction damages.

As a Director of The Rhodes Group, John analyzes construction claims on complex projects. John draws on extensive industry experience to assist clients with the analysis of construction claims and the management of schedule and cost risk. He has assisted in the analysis and resolution of claims during the course of construction and through project closeout. He has worked on projects that span industry sectors and include:

  • LNG facilities
  • petrochemical facilities
  • mass transit rail projects
  • nuclear fuel processing plants
  • commercial buildings

John has held positions including field engineer, senior project controls manager and project manager. He has experience managing cost-reimbursable, design-build and EPC contracts on projects up to $3 billion.

Prior to joining The Rhodes Group, John worked for Kiewit Energy, Kiewit Offshore Services and Kiewit Building Group. Throughout his tenure at Kiewit, John was heavily involved in the development of change orders and the management of construction contracts. He has participated in the negotiation and settlement of claims related to design issues, project delays, differing site conditions and other issues.

John graduated from Oregon State University with a Bachelor of Science in Construction Engineering and Management.  He is a member of the Association for the Advancement of Cost Engineering (AACE International), the Project Management Institute (PMI), and the Rice Global Engineering and Construction Forum.
